Application HA

I am little confused about the functionality of Application HA and Veritas Cluster Server.

My client needs a solution of local high availability (no global cluster option) in vmware virtualization environment. I am confused about whether i propose Symantec VCS or Application HA in this case.
As far i have studied, both are doing the same job but application HA is more focussed towards virtualized environments. But VCS also supports virtualization environments. I am confused, when to use Application HA and when to use VCS.

Please correct me if there is something wrong with my understanding.
