Access is denied to remote agent

For some reason when I try to bu my exchange 2003 to tape - I get access is denied to remote agent. But, I can bu to hdd fine.  I can also test the logon accounts and they work fine also. Final error is 0xe0008488. Anyone know how to fix this?
