Attempt to upgrade Backup Exec 20.4 to 21.4 failing

I am attempting to update a backup exec installation. Currently the Backup Exec UI shows this server as version 20.4 Rev 1188.

However, the installer gives me this error when I attempt to install:

This version of Backup Exec (21.0.1200) does not match the version of Backup Exec (20.0.1188) on the given Central Administration Server. The Central Administration Server must be version 21.0.1200

I have removed this server from our Central Administration Server (it needs to be migrated to a newer one anyway) and rebooted, but the error persists. 

Any insight or suggestions prior to calling support on this?

    Although I know you've removed that server from the CAS, but as the CAS always has to be upgraded before any MBES servers, are you able to upgrade the CAS first? (even though I appreciate the server you are trying to upgrade in thoery is completely stand-alone)
