Backup Exec - Manually Copy Backup Files over VPN?

We have daily/weekly rotating backup drives onsite and would now like to have an additional remote backup as well.  Is it possible to manually copy the files/folders from the latest incremental backup over a VPN via Windows copy?

We would first get the entire backup put on an external drive and ship it to the remote location.  Then all subsequent incremental backups would be copied over the Internet to the remote site.
