Backup Exec 15 upgrade to Backup Exec 21 fails

After following the support article https://www.veritas.com/support/en_US/article.100001807. Everything went smooth until the part where I had to open the BEUtility.exe and copy my old database and log files. The process looked good until after the database was imported and the services were started back up. This is where it failed. The file structure looks good, encryption key is there (copied from the old server) and the database files appear to be the same size and date as what was on my old server. Even after a reboot the device and media service will not start and subsequently none of the other back up exec services will start either. 

Where did I go wrong and how do I get this fixed?

      It was the only document I could find that included updgrade to server with newer operating system. My old server was Windows Server 2008 R2 runnning Backup Exec 15, new server is Windows Server 2016 Standard running Backup Exec 21. At this point I can't get the Backup Exec 15 to launch so the decision was made to upgrade server and application. I will try and follow the document you listed and hopefully the install/upgrade will be successful this time.

        That solution worked for me. The step I was missing was to add in the update and update version in the registry, then perform the BEMIG to migrate and upgrade the V15 databases. After that finished all services started and Backup Exec application launched. All my job history and catalogs were there. Thank you so much for your assistance.
