Backup job hanging on System state, backup running slower in general

Server 2016 hyper-v hosts, server 2012r2/2016 vm's.  Backup exec 21.1.  Started when it was 21.0.

Got 2 hyper-v servers that hang for hours on backing up the system state.  Both started it at about the same time.  No updates or programs were installed recently when this started.

Also, both servers have been running slower backups than normal. 1/2-1/3-1/4 the speed.  Both started doing that at about the same time as well.  Again, no changes were made to either server.  Backups just started running slow.  Hard drives, network connections are fine.
