From the BE pespective, there is no "better". Either OS will do. It all depends on your installation requirement. However, it would be better to use a 64-bit OS because BE 15 which is the current version cannot run on a 32-bit machine.

If you intend to use Active Directory GRT capability then you need to match the Operating System of the media server with the Operating System of your AD level. (which is kind of covered by the "installation requirement" of pkh's answer)
