"to overwrite the scratch media before overwriting the recyclable media contained in the targeted media set."
This is your problem. In a tape environment, this means "use a scratch tape even if an overwriteable tape is also available"
In a disk environment this means "create a new BKF file if there is space available, even if there is an overwriteable BKF file also available"
I also HIGHLY recomment a Global Overwrite setting of either FULL or PARTIAL. NONE can lead to all kinds of interesting (read undesirable) results
The incrementals write to the same media. All are set to append until overwrite is needed
This can also cause problems, since if all jobs append to the same media set, NONE of the BKF files will ever expire, since the all share the same overwrite date, which is reset each time a job finishes
