Cannot update Backup Exec (Error 1723 with installer package)

I'm trying to run Veritas Update for the latest hotfix available for my edition of Backup Exec (version 21.4, 1200.2536), and I get this:

"Error 1723.  There is a problem with this windows Installer package.  A DLL required for this install to complete could not be run."
