GRT restore with Exchange 2016

We are having an issue at one of our sites restoring idividual mailbox items from Exchange 2016 using GRT.  We are trying to restore from disk.  We are running Backup exec 15 with FP3.  Our other site running the same combination does not have this issue.  Trying to figure out what is going on.

We recieve the following error
