How can I recover information about jobs, tapes or catalog, from backup exec 2010, in backupexec 2012?

You cannot directly recover BEDB.bak from older version to newer version.
You need to migrate database through BEmig. Refer to the below link

Data folder holds BE database which contains backup jobs, policies, media set information and other
settings. Data and Catalogs folder are located in the installation directory of Backup Exec.
Everyday BE runs a database maintenance and creates a backup of the BE database and stores
it in the form of BEDB.bak in the Data folder. To recover from disaster you need latest and healthy
copy of the above folders.
