HP External Storage Works 1760 LTO 4

I have Backup Exec 2010 R2 installed on Windows 2003 x64 R2 server, when I connect the SCSI HP External Tape Drive the tape under the devices the tape is appear as OFFLINE... I tried many times to update the drivers and disable the RSM but no luck.. I also change the SCSI card on the server but also that didn't help..

    Does the tape device appear in the Windows Device Manager.

    Also check if there are any events generated in the event viewer which are related to hardware.
