by mistake i deleted expired backup sets and unfortunately there was no old backup, now user hard disk crashed and i dont have any backup set to restore for him. is there anyway to recover deleted backup set for specific user in backup exec 2014?

If you still have BKF files or IMG folders on disk storage covering the dates concerned (if you have the backup job logs even better as that will give the names of the bkf files and/or img folders that you need) then you can inventory and catalog them and should be able to restore
BUT typically the deletion of expired sets from the console means Backup Exec will have deleted such data and if this has happened there is no way to restore.
