Keep getting "Ready, No Writable Idle Devices are Available" error when running jobs

Keep getting "Ready, No Writable Idle Devices are Available" error when running jobs. 

On the storage space, I can see it's 4TB in total but only 1TB is being used by BackupExec

Error:

Insufficient online or nearline media is available to start job.
Overwrite media check: There is no media online or nearline that can be overwritten.

What could possibly be causing the error? The device is online and able to view in BE 15. I can inventory and catalog as well.

    Check and make sure there are no quotas preventing BE from using the full amount of space.
