Management service not starting

I rebooted to server after making some changes to the SQL server. Upon reboot the server management service doesn't start. I looked into the Windows event viewer and I get an error about a process using a port the management server service is trying to use.

I checked the service via netstat and taskmanager, that process is the Deduplication service for Backup Exec.

The credentials for all the services are the same and the other services seem to start, it's only the management server service.
