Question re: disaster recovery for local deduplication storage if we're backing up to cloud

We are considering using Backup Exec with a cloud storage provider (simple cloud object storage). We also want to utilize deduplication, which I understand will require a local disk for the cache. My concern is that if we have a localized disaster and lose this local disk that it will eliminate our ability to fully restore our servers from the data we've been sending to the cloud.

In a disaster recovery scenario, will we need the local dedupe storage available in order to restore our servers from backup?
