Restore Mailbox from Backup Exec to PST or 2016 Mailbox

I have an information store level backup on a tape from 2017 that has the mailbox that I need restored, but the server it was from has been decommissioned. I only have a Exchange 2016 server left on prem and it is in a different location. I thought i would be able to use an EDB reader and restore the whole EDB from tape, but it looks like the EDB file was not backed up as the exchange agent was used. I can use Backup exec to drill down to the mailbox that I need, but don't seem to have any ability to restore. I am unsure how to proceed. I ultimately need the mailbox in a pst format.
