I was wondering with the Backup Exec SBS Edition, does it support LiveState like Acronis? if yes, please point me where the document is. So that I can read more and show to my manager.

That is right you have to purchase BESR has a different product as backup exec will not support Live state

Backupexec SBS Edidtion doesnot support live state as like Acronis ,
But with symantec we have Backupexec System Recovery which is bare metal S/W solution which allow backup to disk & tape backup are not supported
It basically does volume level backup & with that you can restore the whole image of that server to same h/w or different h/w link below describes how best practisces for BESR

Since we'd like to save our budget and hoped that SBS Editiion would have the Livestate feature like Acronis.
That means we need to purchase a separate product BESR if we want to restore on the same/ or different hardware (Bare Metal Server). Is it correct?

That document do talk about symantec live state 6.0 it might be different product but the one I have recommeded you is the best with more features & lot of different OS supported for it including windows & linux so if you decide you can go with BESR

Just for Completeness Live State Recovery 6.0 was rebranded for version 7.x and above as Backup Exec System Recovery (BESR) as such they are different versions of the same product.
