The Backup Exec Deduplication Engine and Manager services did not start after upgrading to version

The Backup Exec Deduplication Engine and Manager services did not start after upgrading to version 20.4, they were working normally in version 16, and when I upgraded it stopped working. The Windows error could not start the backup exec deduplication service on local computer. Error 1068: The dependency service or group failed to start. I've rebooted the server, the services, changed to an account with administrator privilege and it does not work.

    make sure the dedupe engine and dedupe manager service account is set to local system. 
    Backup exec deduplication multithreaded service on BE server should be running on BESA. 
    Backup Exec puredisk file system service should be set to local system.
    Make sure the dedupe conversion completed successful. You can check it in dedupe\log\convert folder
    I would like to confirm if it is the manager service which does not start ? check for errors in event viewer
