Upgrade from 9.1 to 11d - VSS keeps changing to "No Limit" and using all disk space.

Server : Windows Server 2003 - all Microsoft automatic update patches. (some VSShotfix KB940349 )
Backup Exec version 11d (7170 sp4, Hotfix 37, 62, 64) upgrade from v9.1

Hi,

    We have recently been upgrading our Backup Exec from v9.1 to 11d.

    Normally we have VSS configured to be disabled and limit set to 2gb or 4gb ( our servers are old and relatively small - 80gb disk)

    Since the upgrade we have had 5 servers now that have changed the VSS config from the set limit for C drive to "No Limit"

    This space is not being reclaimed and our disks hit 100% capacity causing all sorts of issues.
  
    We follow the steps to reset and clear this - but so far the problem has already re-occurred on 2 servers.

    At first we were not sure on whether Microsoft VSS Hotfix KB940349 or Backup Exec were the problem.

    Today we have had an issue at a site where we have not applied the VSS hotfix - so looks to be Backup Exec related.

    I have looked at MS KB: 953617 which refers to http://seer.entsupport.symantec.com/docs/284154.htm which is basically the steps we have already been taking.

     Any ideas or ways to fix this ?
