if i stop a service on a node,vcs will start this service on other node?

Yes, it will if your configuration is ok, and use system command to stop services.
well this is very much dependent on the cluster configuration and the way the "service" is stopped.
VCS is a HA solution to protect mission critical services/applications in case there is an "unexpected outage (failure).

There are a few attributes with ha -stop command. Please take a look at the hastop command manpage for thye details and command syntax of hastop.
in otherwords, an admin issued "service" offline by running commands like hastop, hagrp, hares, haclus etc are not considered as service outage due to soft-/hardware related failure, vcs will not failover the service by default.
