In EV Discovery Accelerator, is there a way to or search attribute that will flag and hold mail containing certain criteria continually in an open case? With out having to rerun the query to ingest new mail into the case.

If you enable legal hold on a case then when you run a search and accept it the results will not be able to be deleted either by end user or manually.
Legal Hold can be enabled on the Case Properties tab.

Sounds like you are looking for something to constantly monitor any new incoming email or files and add them to a case for you.
If this is right then DA does have one feature that might help you if your search criteria is specific enough and that is to create a scheduled search.
A Scheduled Search is a search that runs according to a schedule you have set and can automatically accept the results. As Tony said if the case is on hold then the scheduled search will accept the results and the accepted results will be put on hold automatically for you
