Is there a way to force the system to produce documents in certain order? For example, I don't want document X to get production number 1...I would like it to have production number 100. Can I do that? And if not, why not?? :)

When setting up the production folder it is possible to sort the order by custodian, sent/modified date or document id - it's not possible to assign a item a specific bates number.
For all the production folder configuration options, take a look at page 123 of the Case Admin Guide.
If assigning bates numbers to individual items is something you'd like considered for a later version of the product, it's worth contacting your account manager to raise a feature request for this.
