Access archived Mails without running Exchange Server?

It is possible to have access to archived emails, even if all Exchange servers are shut down?
Only the Enterprise Vault Server with their Vault Stores is running?

Restore (Copy or Move) to the Exchange server will not work if the Exchange server is down.
Export to PST and ZIP will work irrespective of the Exchange server.
