When exporting a mailbox using the Export to PST wizard, the export will finish and say that it has completed but it still has numerous items remaining. What's going on here? How should I begin troubleshooting this issue?

did you forget some message class in the pst migration policy ?

also if you have selected all default message classes in your policy, there are some custom message classes (e.g. derived from custom forms) which can not be recognized with your default message classes.
Maybe there are some Shortcuts in your PST (message class IPM.note.shortcuts) which also can't be dealt within EV. I think this might be the high-likely message class in your case.
