I would do a direct upgrade to EV 9 on the existing machine, and then move to Windows 2008R2 and install EV10 and use the Enterprise Vault server settings migration wizard. http://www.symantec.com/business/support/index?page=content&id=HOWTO42445

As EV8 is not supported on 2008R2 AFAIK, option 2 would be out of question.
As ZeRoC00l suggests, using the Settings Migration wizard would be a good option.
