How to prevent user from restore from vault?

Hi, 

I search but did not find it yet, I need to prevent user from restore from vault, in the desktop policy in the tab Options I removed the "Restore from Vault" feature but via "search vault" ou "archive explorer" and even the orginal archived message the user can restore there message. 

 

How can I prevent user from restore from vault?
