how to set up internet mail archive so user can manually move and archive items in office 365?

There is no way to do it. Users can't push mail to archive because Internet Mail Archives are one-way interaction - users pull data from EV and the data they're pulling was captured through a journaling process, unlike with on-premises Exchange where data can be moved both ways.
