Programmers Guide

The document called "Setting Up Exchange Server Archiving - 8.0" makes reference to another document called "the Enterprise Vault Application Programmer’s Guide". I've looked around on the Symantec site and have yet to find it.

Does anyone have a link to it?

    This document is not public and requires licensing of the API, I believe.

    Correct, it is only available to members of STEP - the Symantec Technology Enabled Program, which is designed for partners.
