PST Migration Wizard

Has anyone come across a situation where mail items in the root of a PST file fail to have a shortcut created in the mailbox? All items in subfolders work OK. I've duplicated this so I think it is a "feature":-)

    Does it do the same behaviour regardless of mailbox? What happens if you restore it to a seperate folder (something else besides root)?
