Unable to archive envelop journal mails

Hi, I have enabled 'envelop journal' on Exchange 2003. The journal mails reached the mailbox correctly as 'envelop journal' format. But when I view the archived mails in the vault, they are all in the standard 'message-only' format.

Can I know is this the normal behavior, or is there a bug somewhere?

Is there any possible resolution?
