Well yes. I'ved emailed the person in support assigned to you case (I work in Engineering). We need to get to the bottom of why you are seeing this items not being archived at all.
Whatever version of EV you're in, if you archive a 2 Kb email, you'll end up (probably) with a larger shortcut.. because of the extra metadata that we add to the archived item.
The bit we have to resolve in your case, I think, is why the item goes pending, then flips back to normal.
There are some possibilities. The first of call is :-
* If this is archiving from a client, then we need a client trace, and an archive task trace.
* If this is archiving from the server (doing a run now) then we just need an archive task trace.
You mentioned the message class is IPM.Note for these items, so I don't think the following registry key on the server will have any bearing but we should consider it :

In addition we should check whether or not these mails are signed, encrypted or both.
