Upgrade EV 12.3 to 14.3 along with OS upgrade from 2012 to 2019

Question

Going to upgrade from EV from 12.3 to 14.3. Existing OS is also going to expire so thought having fresh windows 2019 servers and migrate the configuration. Can anyone please update me with correct migration information?
