Same issue here, even writes to wrong language folder (1043 for dutch instead of 1033 for english). That might be an OS-install issue. However. On W7 we see the same issue. The problem is that the installer (SMS) has proper rights to install, but users do not.
A 'workaround' as described by Symantec is to grant users 'power user' rights to the msmapi folder...
9 client same issue.

Only having an admin copying the mapisvc.inf from the 1043 to 1033 makes vv available....

I want to bring this topic to the surface again ...
I also have problems enabling Virtual Vault on Win7 pc's and laptops.
The installation or distribution of the EV add-on in Outlook is working fine, but when the user opens Outlook with Vault Cache and VV enabled, VV is not showing in the Outlook interface.
Reason: After enabling the EV add-in in Outlook, the add-in wants to write a MAPISVC file in C:\Program Files\Common Files\system\MSMAPI folder which is ... secured by UAC. Even if the user is a local admin, UAC prevents the writing of the file.
Solution (workaround): Give the group "Users" 'modify' rights on the MSMAPI folder instead of the default 'Read & execute' rights.
Is this the only way to solve this? I hoped that "support for Windows 7" would at least cover this issue.
Does anyone has same experiences? Other ways to solve this?
