Licensing question EV.Cloud

If I want to journal the contents of a User's 365 box but I don't want to allow the End User access to Personal.Cloud to view and manipualte those messages, do i just disable the Personal.Cloud from their archive account? Also, do I need to buy a Personal.Cloud license for that user to Journal their items even though I am not giving them access to Personal.Cloud? Lastly, for an admin, will a Discovery License allow a user to access the Admin Console if designated as an admin or do they need a personal.cloud user license as well?

    it sounds like you only need discovery cloud and not personal. they can be licensed seperately. if i'm understanding all your questions correctly, that's all you need.
