It seems that the SCL and other documentation has not been updated or uploaded yet.
Last document update on July 21, 2020 with no reference to 8.3.
Good catch Marianne! The release is actually going live right now (7/29). The documentation and SCL/HCL updates are rolling out as we speak & will be available a little later today.
