It depends of the which files not able to backed up or skipped. You should check the partial jobs job details.

There is a specific job that finish often w/ part. successfully (1), thats the Image cleanup task, so, when no images are to cleanup (expire) then the job has an status code of 1, this can be ignored.
Depends on your job type, for example if you have a grt backup (lets say Exchange), it will not allow you to restore individual email item but you will be able to recover the database and then from that database restore the individual item.
but if it is a file level, you might receive it if some files are locked by other processes and netbackup is not able to back them upso partial success job (exit=0) could be ignored as an error but you might loose something.
so if I am you , I will go and find out what is causing that.
