Device Manager won't stay started

This is a Windows 2003 server running 6.5.4.

Here are the highlights:

1. NetBackup Key Management Service stops as soon as device manager stopped.
2. This is a Master server.
3. NetBackup Device Manager was not started and if I start it, it will start then it stops seconds later.
4. Application Log says: There are no entries in the drive database. The NetBackup Device Manager service only needs to run when devices are configured. The service will now exit.
5. The Shared Storage Option licenses are the same across 2 other SAN Media servers and they are working fine.
6. This client has been working fine for months and hasn't even had a reboot. No changes that anyone is admitting to.

Any suggestions?  Thanks in advance for your loving responses.

You'll see there that device manager service, ltid, will only show started if there are tape or VTL drives configured.

The device manager only runs on server that have drives configured, this is normal.
