The volume expiration date refers to the physical expiration of the volume and is independent of the backup data written on the volume. Its the time at which the volume is considered too old to be reliable.
The image retention period determines how long the backup image is available for restores. The expiration date for the backup image is set as the retention level during schedule configuration.

You do not want to have old tapes in the library, so we have expiration for the media (the tapes).
We also have expiration for the images (assuming you don't have infinity set). This allows you to discard backup data that is no longer required and re-use the space on tape/disk for new backups.

You cannot just say this without qualifiying what is old. Good quality tapes can have a shelf life of up to 30 years.
I had some tapes in my library (at my previous firm) that were 5-6 years old - they worked absolutly perfectly, why, because they had only been written to a few times.
If they had been written to many time, then yes, I agree, you may wish to replace them, but that is not necessarily an indication of age.

In effect the following is the case:
When data expiration happens the tape is free to be used again and will be overwritten by the next backup that uses it
When volume expiration happens NetBackup will never use that tape again as it considers it too old
