In order to have a Backup Admin to be able to restore all files with any permission from any VMware guests, does he have to have the same privilege's ad Domain Admin and essentially he has to know the password for Domain Admin?

The answer depends on where the user is performing the restore from. If from the java GUI, then they should be able to restore anything as the NetBackup agent on the client will run with local system privileges.
If on the other hand they are running the BAR utility from the client itself, then they will only be able to restore files they have permissions to.
If they are using the WebUI, then it depends on the RBAC settings for the user.
