My guess is that the permissions are not correct. Check this technote for permissions:
https://www.veritas.com/support/en_US/article.100029340I have to say that I have had close to no cases where the logs under user_ops helped me resolve a database issue. I always check the specific NetBackup logs for the database type.

And of course check the obvious VERBOSE setting in bp.conf to make sure someone hasn't set this to 0 or less (-2 disables logging entirely).
