I don't believe this is logged unless the override was set using the bpsetconfig/nbsetconfig with the '-r "reason"' option to add to the audit log.
Other than that it may require some detective work between NetBackup and the OS to see when the bp.conf file was changed to add the override and who was logged into NetBackup at the time.
