This sounds like a minor bug in 9.1 upgrade. Even i faced this problem on a busy NetBackup Server after upgrade. permissions on policy directory was auto set to 655.. .i changed it manually to 755 then it started showing policies in console as normal. i already have a support case going on and BL investigating.

if you run command bppllist from the command line, does the policies then list ?

bpplist shown no policies.
