Netbackup db2 redirected restore failed "<16> db2_findImages: ERR - found no match from VxBSAQueryOb

We are trying to run a db2 redirected restore but it failed. We want to restore the database from server A into another server B, on ServerA the the instance name is Prod and on server B the instance name  is Dev

db2dev user is able to list the backup images of ServerA

but when to try the restore it failed, the error in the bpdb2 logs "<16> db2_findImages: ERR - found no match from VxBSAQueryObject()
