RBAC WebUI Netbackup 10.1.1 "Hosts - Deployment Management" permission

We are trying to find out what permissions are required to management deployments/upgrades of agents via the WebUI.  Administrators have the option, but the backup operators group does not.  We've looked through all the custom permissions on the platform, and while there is an entry for hosts, there is no entry for deployment management.  We've looked at a custom role, but the permissions we want aren't listed.  Has anyone else run into this and if so, how did you solve it?
