For NetBackup 8.1 there were two basic types of licenses available. These are capacity and traditional licensing.
Capacity licensing allows the customer to use any available feature and is typically provided as a single license key. The metric for this licensing model is based on the protected capacity (FETB) - what data is being backed up.
Traditional licensing is provided on a feature basis - so each NetBackup feature you wish to use (Enterprise server, Tape drives and robotic libraries, database agents) requires a license for the appropriate number of devices using that feature. The amount of data being protected is unlimited (with the exception when you want to use MSDP in which case this again is based on protected data). The licensing for this model will come as multiple keys to unock each feature required.
If you review your renewal invoices (or if you still have it, the original entitlement form), the licensing you are entitled to will be shown there also.
The output of "bpminlicense -verbose" from the master should give you the features licensed but it will not indicate any quantity - these are indicated by the "Feature ID" lines.

you have mentioned that you contacted support and were refused based on an obsolete version. But licensing is not a question for technical support. Thats a task for Veritas reseller and they should deal with this in some way regardless your version.
