Starting 1 Policy After Another

I recommend to have user backup schedules open 24/7. if you do not assign a opening windows users wont be able to start a user initiated backup.

Status 237 is : the specified schedule does not exist in an active policy in the configuration database

You need the following in 2nd Policy:

A schedule of type User Backup in the policy. Specify this schedule name in -s option.

An open window for the User Backup schedule during which user backup will be allowed.

Policy seems fine. Have you made any changes since getting the error and posting the policy config?

It seems weird that you have a WEEKLY policy of type User Backup. 
The Backup Selection also has no meaning in this type of schedule. 
(which seems as if the policy/schedule got changed....)

If backup is still failing, we need to see bprd log on the master to see if master is resolving client IP address to correct Client name.

If bprd log folder does not exist, please create it and restart NBU to enable the log.
After next failure, copy the log to bprd.txt and post as file attachment.

One more thing about bpbackup command: 

Is /oracle/123/oraarch a text file containing the items (files/folders) that you need to backup?
Or is this the folder that needs to get backed up?

Any reason why you are not using Oracle agent in this environment?

/oracle/123/oraarch is the mount point on solaris client which we need to backup and it is having .dbf files

RMAN license is not procured from the start of this setup, hence no oracle agents.

Sorry, missed on that part. no changes were done on the policy after getting the error and before posting the policy config.

I will try to capture the bprd logs if it is failing again.

Yes, I have assumed that you are running the command from the client. That is why we need to see bprd log on the master to see how Client's request was received and interpreted.

How some users are dealing with non-agent backups is to control everything from a script on the client and crontab to start the script:

1. Oracle rman backup to disk (this could include database and archive logs)
2. bpbackup command to send disk backups to NBU

If database and log backups are done separately on Oracle server, the steps can be adjusted accordingly.
Each Oracle step can be followed by a bpbackup command.

Hopefully other users without NBU agents can share their experience.
Life with NBU agents is just so much easier - one-step backup and one-step restore...
