The most important manual is the last one in Andy's post:

Symantec NetBackup (tm) 7.0 for Lotus Notes Administrator's Guide

You need to verify that the Policy Type is correct and that the Backup Selection is correct (examples in the manual).

p.43 of this manual confirms the TechNote (1st URL) in Andy's post:

ALL_LOTUS_DATABASES: Note: This directive is supported only on UNIX clients. For Windows
clients, create a backup selections list that includes the directories that contain the actual Lotus Notes databases.

Please post your Notes policy config:

In cmd, cd <install_path>\veritas\netbackup\bin\admincmd

...\admincmd\bin> bppllist <policy-name> -U

Are you data files (*.nsf, *.ntf, and *.box) directly under E:\Lotus ?

Extract from the manual:

The agent only backs up database files with *.nsf, *.ntf, and *.box extensions in the directories that are specified in the backup selections list of the policy. The agent does not automatically follow database links or directory links to the actual databases.

Add  "NOTES_INI_PATH= " to the .ini path:

NOTES_INI_PATH=E:\Lotus\Domino\notes.ini

Example on page 72 of the manual:

NOTES_INI_PATH=D:\Lotus\Domino\data2\notes.ini
D:\Lotus\Domino\data2\
