Could you please give us a bit of background - what happened on this server that is different to other machines in your environment?
Why was it necessary to reinstall NBU software?Can you give us vxlogview output of PBX log (not the unformatted text file).

The log won't help at all to troubleshoot PBX issues.
PBX logs are in C:\Program Files (x86)\VERITAS\VxPBX\log
(Could be in Symantec folder on 7.7.x, not sure)103

The Private Branch Exchange (PBX) service provides single-port access to clients outside the firewall that connect to Veritas product services. Service name: VRTSpbx. It writes logs to /opt/VRTSpbx/log (UNIX) or install_path\VxPBX\log (Windows). The PBX product ID is 50936.

Cause
This issue was caused due to a missing or incorrect localhost entry in the host file. For example:
127.0.0.1 locahost
Solution
Review your hosts file on your machine and verify the localhost entry is correct.

Checked below article. Hosts file doesn not contain any lookback entry
Also the error code is not same as mine

did you add the entry 127.0.0.1 locahost ?
is this a new server? the lookback adapter is installed or not?if it is not a new server, was there another nbu version installed on it before? have you also checked if the file pbxservice.cmd is not missing in the path : <Install_Path>\VxPBX\bin, is there already an existing file, try to move it to antoher place and copy the file from another server on which you are now facing an issue and retry again.
