Upgrading NetBackup 7.1 to NetBackup 7.5 or higher

If I proceed for fresh installation of Netbackup 7.6 on the new server with platform Windows 2012, can I import the catalog from NetBackup 7.1 and restore all the configuration with exact settings as the old server with Windows 2003?

That is unsupported. You must upgrade to 7.6 first

you need to upgrade the Netbackup to 7.6 on the 2003 server first.. then  then plan for the migrtion from 2003 to 2012 OS.

yes it can... 

Window2012 only supports with Netbackup 7.6... means you can not install lower version than 7.6 on windows 2012

but Netbackup 7.6 can also supports with WIndows 2003/2008 along with windows 2012

if that is the Fresh install yes... ... you can.. and also even if you are mastaer server in 7.1.. you can still directly go and install the 7.6
